I found my problem:
In “edit header” click the dots to edit the entire section. Make sure “overflow” is not set to hidden. That solved my problem

I am also having the same problem as everyone else, but I have not been able to find a solution. When I hover “About” the submenu does not appear. I do not believe this is a transparency issue. The submenu works in “edit header”. Things were working correctly before the latest update. We were just about ready to launch before this problem occurred. Please help
