you can have a look at WooCommerce Shipping Pro with Table Rate from pluginhive.
i am using it but it cannot satisfying all my needs.
it does ignore the shipping zone from woocommerce by using only rest of the world.you can specify each country,city as one zone/row to match the shipping destination.
the problem is , if some other plugin needs shipping area or shipping class information, this software cannot provide it correctly.that is the reason i am still some software can import/export standard woocommerce shipping zone together with shipping rate and class in one csv file.

I find the absolute negative (Not in percentage) works in filed type of checkbox input. but the negative percentage value does not work in filed type of select input.
But some days ago, it was not like this. i cannot remember the version number.
I just tried all 3 options about how to show optional price. the wrong price is always there, they cannot be hidden.
I really think it is more reasonable to show the correct absolute price for each optional. And the alternative is just show the static percentage value.

Come on! in the beta version it worked. But in latest official 18.3, it does not work.
Have you forgotten to incorporate it?version 18.3 fixed the optional weight bug. But the optional price based on % still not fixed.

IT CALCULATES THE OPTIONAL PRICE ALWAYS BASED ON THE PRICE OF FIRST VARIATION!

come on. Even switching back to legacy price, the minus value of weight will not be taken into account!
It does not solve this problem in version 18. it was said and i seen it solved on some version.
