Hi Andrea,
I uploaded the files for WP 3.0 again in case something was causing a php error.
Thanks for the advice to look at the themes. I did a manual install and did not upload the wp-content folder as I didn’t want to over write my current files. I added the twenty ten theme and now the blog works.

http://www.parklandsd.org – upgraded to 3.0 multisite from wp 2.92
http://www.parklandsd.org/web – WPMU site

subdirectory for multisite: http://www.parklandsd.org/carts

I checked the database and all the tables are there.
