If you have a caching plug in that may be your problem. I was using on on my site and i would either not get the mobile or if i refreshed my cache i’d sometimes ONLY get mobile on both desktop and all device sizes. I don’t know what the solution for you will be but i disabled the cache plugin ( was using gateor) and now it seems to work fine.
