In reply to: "Screen Options" and "help" doesn't work on "edit/new post" and &I had this same issue then I discovered the console was showing an error for my wp-admin/load-scripts.php file. I simply grabbed a fresh download of wordpress, replaced that one file, and voila. The issue was gone.
No clue why that was the issue. But that’s what solved it for me.

Did your host say what sort of problem it was? I’m having the same issue occasionally – on Shared Server at MediaTemple – and it’d be great to have some example of what to ask about. Especially since the host will most likely assume it’s a problem with the site code.
