Having a similar problem.
It seems about 50% of our orders are being discounted appropriately, the rest are not. It appears arbitrary, can’t see a reason for the random nature.
Anyone know if this is being worked on / addressed? Or should I go pick up a new discount plug-in?

I was uploading the updated functions.php to the WRONG website (two are very similarly named in the folder)
