same problem here in a multisite environment with WP 3.3.1 and BP 1.5.5

your solution sets the defaults for the members of the group, NOT for the group admin.

Adding
add_users
create_users
list_users

to a profile (f.i. author or editor)

only allows them to list the users, not to create them (WP 3.3)
