I’m seeing the same error on my site. It’s especially strange because I can access the getCookieValue function just fine in the console.

EDIT: Turns out the below issue was user-error: uBlock Origin picked up on the host-analyticsjs-local path and blocked caos-admin.js. Unfortunately the above issue still stands though, even with the adblocker turned off.
On a potentially related note, I also noticed another JS error on the settings page when I try to update analytics.js manually:
ReferenceError: caosDownloadManually is not defined
