Turned out that none of the test orders actually used PayPal as the payment method, but regular credit cards. Therefore, none of them actually went through PayPal, and tthat is why that metabox did not appear for none of the orders had anything to do with it. Until a new test order went with using PayPal as payment method, and the metabox then appeared on the “Edit Order” page.
It was never an issue to begin with.
