Please go to
Dashboard -> Appearance -> Customize -> Theme Options ->Enable Secondary & Footer Menu in Mobile Devices

and enable the option.

Well heck, I was missing it all along.

Solution:
Please go to
Dashboard -> Appearance -> Customize -> Theme Options ->Enable Secondary & Footer Menu in Mobile Devices

and enable the option.
