Update:
I updated the version of PHP to 7.4 from 7.0.33 and the workaround now works in my production environment.

That workaround seems to address the issue on my development server, but I am unable to change any settings on the site that is our production site which is on a different server.

I can make changes to the List Display Settings on anything except for the Allow Empty Search, Split Search Phrases and Strict User Searching settings.

Is there something else I can check?
