I don’t know what is in the the SQL table. There is only one toggle that stops the deferral of both in Divi theme options. I’m sure sure Divi would answer your question if you asked them directly. Thay are very helpful.

Divi it was! Just in case someone has the same problem, here is the fix:
Disable the Defer jQuery and jQuery Migrate in your WordPress Dashboard > Divi > Theme Options > General > Performance
I have no optimization plug-in activated. Page Optimize was installed by WordPress, but has never been activated. Do you have any other suggestions as to what might be causing the jQuery error. Active plug-ins are Akisment Anti-Spam, Divi Carousel, GTranslate, Jetpack, Media Library Assistant, Phoenix Media Rename, Redirection, Say What, UpdraftPlus, WooCommerce, and WooCommerce PayPal Payments.
I’d appreciate any further suggestions you could make.
