As a quick fix you can apply custom CSS to remove the bottom white part.
Navigation: WordPress Dashboard -> Appearance -> Customize -> Additional CSS#slidingbar { display: none; }Paste the following code and hit Apply.

Yes, you can do so for a fresh start. I would suggest you take a backup of existing files for your reference(if you need) and then delete them from the host.

You need to install WordPress to the host where you are uploading your new site. If you are uploading it to your current host then you have to install WordPress in that.

As far as registration of a domain name is concerned. My suggestion would be to use “WP” instead of “WordPress” in your domain.As per WordPress Trademark policy – The WordPress Foundation owns and oversees the trademarks for the WordPress and WordCamp names and logos.
