Probably not to do with plugins. More likely something blocking or corrupting JavaScript

It turned out that I was using Cloudflare and had JavaScript compression and minify turned on. JavaScript was screwed up as a result. Modifying mu Cloudflare settings fixed it.

I have exactly this problem on a bunch of sites, none of the proposed solutions work.
