If you are not locked out of the admin panel like I was, you could deactivate the plugin before you actually delete it in the plugins section of the dashboard.
I found out that the only way to do it is to login to you site via FTP, with a program like FileZilla or others. You’ll need your site hosting address, user name and password where your site is housed.
Then, you’ll need to locate and delete the plugin there in the FTP program and reinstall it if you still want it. My problem was I made a change to the plugin to change a word in a form but did it wrong. Once I re-uploaded the plugin, everything was restored.
