This has been resolved. It was an issue with the SSL certificate.
Haven’t seen any activity from the author since his initial submission last year.
The plugin works for me on 3.6, but apparently he added a feature that also notifies people on the list that a post has been made or updated. There is no way in WP admin to turn this off… I had to go in and strip out that code manually.
