Thanks for getting back. I subsequently contacted PayPal’s Developer Team.
Here is a slice from their response:
We have conducted a test on our end using your credentials and script, and the Venmo button displayed correctly. This suggests that there is no issue with your PayPal account directly. However, upon reviewing your website, we noticed that your platform calls the PayPal SDK scripts multiple times. This can potentially create conflicts on the page, leading to improper display of the Venmo button or other buttons.
To resolve this issue, we recommend reaching out to WooCommerce and inquiring about their Plug In. Ask them why it is calling the SDK script multiple times.

You solved my issue—I was unaware of Tax Nexuses and the fact that I only need to collect taxes for in-state sales or when sales exceed $100K to a state or I make more than 200 orders to that state; only then do I need to set up a new nexus there. The instructions you provided also show how to set that up in Woo Commerce on that fortuitous day.

I am using WooCommerce PayPal Payments (a Woo Commerce app). My PayPal account is set up using PayPal Advanced, not Standard.
So this should be a Woo Commerce thing not related to a third-party plugin.

No reduced or Zero rates (though, if you have a white paper on how to set up retail rates, i.e., someone sends me their retail tax ID number, that would be helpful).
As you can see, we do local pick up.
