But my job is very busy, so I’ve put it off until now.
It won’t come out very soon, but I suggest you to try Simple Tags, this plugin has a ‘Batch edit tags’ function, which meets your needs.

Batch Cat has just been upgraded and all users will be able to upgrade to solve the compatibility problem in a few hours.
OK, finally I added the abillities to append or delete the selected categories to or from posts.
You can now upgrade to the latest version, I hope this is not too late.
