PROBLEM SOLVED!
When I activated debug mode the problem turned out to be that no files could be found. Why? Because I used a space in the name of the theme!
Like we say in Dutch: het is me toch wat….

Plugin “Shortcodes in Sidebar” solves this issue.
Now the shortcode [base_url} works in the text widget as well!
