I have the same issue and followed your advice to manually set the status of an order to ‘cancelled’ after a failed order. However, the coupon still has the email listed in the used_by array so the issue remains and the user cannot apply the coupon.
Is there something else I’m missing?

An update to this. It work with the supplied email templates but I bought and am using the Sample Print Template and that one has the issue for me.

I have the v3.0.5 plugin but am coming up with the same issue as the original poster. I am in London and it is showing the UTC time on my order receipt.
