So after further investigation, it is specifically this functionality in the Multicurrency (Currency Switcher) – (Multicurrency on per Product Basis Multicurrency on per Product Basis –
If you enable this option, you will be able to enter prices for products in different currencies directly (i.e. without exchange rates). This will add meta boxes in product edit.) – that is causing the discount to not display. I have disabled this for now so that the discount can display on the cart page.

There is no errors or anything the discount just does not display on the cart page.
