So I can actually answer my own question!

~/wp-content/themes was the incorrect directory!
In case anyone has made the same mistake, the correct directory to drop the files in are /var/www/html/wp-content/themes.

As soon as I uploaded the theme files into /var/www/html/wp-content/themes it worked perfectly. The new themes became immediately accessible via the WordPress Admin Panel.
