To replicate you can just add any product to your cart, go to the check out page and fill in your billing address.
Then select VISA as your payment method and you will see a paypal widget open and ask you to re-enter your billing address again.
As mentioned in my original message, it’s not a big issue with US addresses because the paypal widget only asks for the postal code again, but if you test with a UK address for instance, the paypal widget asks you to re-enter the full address!
