My site’s .htaccess file was clean but the access to XML-RPC was blocked from a different .htaccess file on the root folder and it affected the site that was created on a sub-folder.

Thank you for your help.
The problem was solved by using SMTP.

I installed this plugin https://ww.wp.xz.cn/plugins/wp-mail-smtp/ and was able to use CF7.
