Oh, I see… but if there is some kind of form for visitors to upload files then it will block it, right? Maybe it would be handy to allow & sanitize safe filetypes (or defined). Because uploading .PHP wouldn’t be legit in most cases. But not all uploads are from users to use whitelist options.

I think that @brianbws is right. Header “private, no-cache, max-age:0” is working fine, CF ignore logged in user but cache for visitors. Or is there any particular problem which needs cache buster?

This is not conflict I would say. I tried with clean WP 5.2.3. installation, only Nextgen installed and still not able to make gallery via uploading ZIP.
