I tried clearing all wp caches including opcache, disabling browser cache on chrome, and enabling cloudflare dev mode when it happened yesterday. All caching should be bypassed at that point.

Anyways, I updated to 5.5.0 again today and all is working fine. Probably some cache was still lingering somewhere yesterday.
