The problem was with woocommerce.
Tax was named VAT, but woocommerce didnt use that name for naming tax.
Re-saving tax settings resolved the problem.
I have similar problem.
But with physical products.
Some products – in selected countries only.
Others – worldwide.
I would be great to have functionality to add shipping rules.
And to post a notice for each product like Ebay and Amazon does:
Something like: “Shipping worldwide” or “Shipping to selected countries” or “Available worldwide”…
