The mean time, I found the “Debug mode” trick in the Shipping section which fixed the issue.
Ok, I solved the problem by temporarily enabling the “Debug Mode” Shipping section of WooCommerce.
There must have been some change in the cache data structure of the delivery options between WooCommerce 4.5.1 and WooCommerce 4.5.2 . So the bug is not happening on fresh installs.
I think that the WooCommerce should bump a version and flush the caches for shipping options during the database migration.
