Good idea, but unfortunately I didn’t have WordFence installed the first time this happened.

I’ve had never used it or downloaded it, and I got into this state. After which I restored from a backup, downloaded WordFence it (just in case I was suffering from a hack), and upgraded again and found myself in exactly the same state.
