I just tried with theme 2020, the built in one that comes with the default install and everything works, so it’s not something on my end. In customize, changing the background color actually sticks when creating the new page/post. So since it doesn’t exhibit this issue on WordPress.com with the 2021 theme, maybe the downloadable 2021 theme is different? Too bad as I much prefer the 2021 theme. Thanks
