I am sorry, I am afraid it will have to stay a mystery.
I had to reboot my computer in between, to install Windows Updates.
I have now tried to reproduce the problems to give you further details.
But now I suddenly could login via Chrome without problems, even after activating all Modules.
The Admin Access Key was accepted as well.
Even on the second computer everything works now, even though it was not rebooted!
I have now updated our productive instance of the plugin. Chrome login and the Admin Access Key continue to work there.

-> The problem is not reproducible anymore, and I have no idea which change is responsible for that.

PS: A few more details as I remember them: There is no log entry of a failed login in the adit trail viewer (The Module and all Audit Contexts were enabled throughout).
When trying to login through chrome, I think I once saw the message that I have to relogin since I do not currently have a simple firewall login token.
But normally there was simply no message and the login window reappeared.
Similarly, when I put in the Admin Access Key, the same GUI reappeared again asking for it, and the plugin was not unlocked.
