Update: In the user roles plugin, you can use settings to also show the administrator options. So you can directly set the capabilities for plugins and themes.

It didn’t work exactly like it is suggested in the tutorial you recommend above. The reason is, on the target site I don’t have permission to install plugins, therefor I cannot install the user role editor. So what I did is, I installed the user role editor plugin on the source site, added all the necessary permissions to “editor” (the plugin did not offer the option to edit “administrator”. Only then I exported the subsite. After restore I created a user with “editor” rights on the target site, logged in as this user and now I could install plugins and themes at will.
