I too have just seen the behaviour that the OP reported.
What I was able to find was that the Settings link for WP Maintenance Mode did NOT function, if the WP Live Activity Streaming plugin was activated at the same time.
If I disable WP Live Activity Streaming plugin, I am able to access the settings for WP Maintenance Mode.
