Thanks! The problem was fixed after disabling reccuring payments. It looks like PayPal doesn’t want to process them when trying to buy a membership using a guest checkout, which could be from an account issue again.
Sorry, I shouldn’t have tried to rush this. Some users who tried to buy subscriptions without PayPal account reported they get “sorry we weren’t able to set up preapproved payments at this time” error, so I still have some questions:
1. For PayPal Standard payments is it mandatory to have a paypal account to pay for the subscription?
2. Are there any requirements for processing reccuring payments compared to one-time payments?Just checking back in to say that the problem was resolved.
The problem was with the PayPal account used being restricted. After removing account limitations, the payments began working again.

Is there a way to look at the logs during that process? I’m really not sure what the issue is, the credentials are correct and it should have permission to process the payment.
Just wanted to add a quick little note. I did try to link another PayPal account by providing different API credentials and enabling IPN on that account and this time it worked.
However, my issue is still not resolved, as I need my initial PayPal account to be connected. After the success with different PayPal account, I tried connecting the initial one again and it still sends the same error…
But I noticed one difference, when I was trying to use my intial PayPal account info it goes through a captcha thing first with “I’m not a robot” checkbox before giving an error. However, when I was using other PayPal account, it goes through security check automatically and then goes directly to checkout without any confirmations.
Both of these accounts were tested in the same staging environment, so I’m almost certain that it is something to do with a PayPal account and not the website.

I excluded every page that included PMS modules and created a new test register page with only [pms-register] form on it, I used default editor instead of Divi this time and it didn’t help.

The caching is handled by NGINX and it was disabled since website launch.

- Copy-pasted these credentials directly to the payment gateway setup for live payments.
