If this problem will be neglected, I will downgrade to 3.9.2
I don’t solved the problem, just changed the order of the widgets.
At the moment the fixed widget is the lowest widget on the right side.
When this widget was the highest (above of all other widget), other widgets overlaped the fixed widget.

It’s working, but i have a little visual problem with it:
Check the right side. The floating plugin is a Text widget (with PHP a script) and when I scrolling down, the other widgets text and picture is above the floating picture.
