I was able to follow this helpful post on the following link.

Since I had done these steps when I first installed all I had to do was double click xampp-control.exe to start the Apache and Mysql services.

Then browse to the following address to get to the WordPress login page.

http://localhost/wordpress/wp-admin/install.php

Once I logged in I was able to reach the Dashboard.
