I just saw this question, and I know it’s been 8 months, but I thought I would comment in case someone else has the same problem.
I had this same problem. I was using the slider in text widget on my homepage. ( I use the Genesis framework.) On Text widgets, I have a checkbox that says “Automatically add paragraphs”, and I had the box Checked. It would only show the slider as horizontal photos, not scrolling. Once I Unchecked the box, it started working properly.
