Solved:
Version 4.1 allows the admin to log off other users. It also allows a user to log off other sessions of their logon.
These are available at the bottom of each edit user page.
The problem was that I was trying multiple logins to test the forum and my anti-malware plugin locked my ip out for 60 minutes. Sorry to raise unfounded concerns about your very nice and useful plugin.
