The images I am using are not in the media library, they are uploaded directly to the image gallery. Other image galleries orient them correctly based on how they show up in Windows Explorer after rotating on a Windows machine, or at least provide a mechanism to rotate them in the gallery.
The point of WordPress is to be user friendly to non-graphic/web designers, so I would definitely suggest this be a supported scenario one way or another.
