I’ll second this. I am currently looking for a solution to the exact same problem.
I have some custom roles setup that sit between administrator and author. Ideally I would like users from that group doing the new user approval. It would be great if either all users from that group or perhaps a email I nominate in a list get send the “new user approval email”.
I can this working by having an option in the settings menu along the lines of:
“send approval notifications to wordpress admin email address” if option is un-selected provide a field for one or more email addresses to be entered.
