Fortunately the problem seemed to just go away by itself. I’m limited with access to anything having to do with the host or PayPal so luckily it wasn’t needed. I do wish I was able to get more info there.
You should check with your host as support suggested and report back for others who might experience this issue. Hope you get the problem fixed

Thank you for your reply. I will give UTF-8 formatting a shot and look into SMTP configuration. Everything else is set up according to documentation. Hopefully this will solve the small issue. Thanks again
