Cpanel and litespeed on the server.
I reset settings (tools-import-reset) AND enabled the mobile cache.
It worked!
Need to refresh page, but that’s enough. Thank you!

Here is state of basic settings. On the other tabs, everything is also turned off everywhere.

I guess that to be a problem with this global setting (on\off cache), since additional options have no effect. I tried to enable each item separately and clear the cache. nothing helps

Bug remains if the mobile cache is turned on and off. No difference
