I solved it:
if you use another Checkout Template / Theme Optionen, too,
you must be sure to: deaktivate hooks – so the template don´t hooke on the checkout and block any buttons.

yes the button is showing up when i deaktivate multi-step checkout.
I use direct payment from woocommerc (standard) and paypal plus plugin
