In your blog post, in the right column, you will see the PUBLISH, DISCUSS, FORMAT, ETC. as boxes…in the PUBLISH box, there are several options. One of the options is VISIBILITY.
Visibility: Public <– check the STICKY cox in the EDIT options

And I solved my own problem – for anyone who has the same issue, the VISIBILITY section is where you make the post STICKY.
