I have also installed the plugin on an empty wordpress installation using locals and mamp and the spinner still happens.
Hello I have the plugin on 2.7.4 which is the latest version (Last updated 2 months ago) and the site is https://kanataseniors.ca. The carousel is at the bottom of the page. The first time the image loads, there is a spinner animation which we do not want.

The lazing loading option is not there under Display Settings > Image Styles. The plugin is on Version 2.7 and I am using the free version. See screenshot https://ibb.co/jt2VvYK
I installed the WP Carousel plugin on an empty wordpress site and used images under 1mb. The spinning wheel is still there. The Preloader under general settings have no effect. See screenshot of the proloader on an empty wp install. https://ibb.co/23WbLr5g
