I figured out the answer to my problem, turns out WP Offload SES doesn’t actually cover all mail functions that Woocommerce uses for triggers. The WP Mail SMTP plugin does in fact cover all uses and is the preferred method from my experience. I was able to still use SES through their SMTP functionality by following this guide and have email setup successfully for the entire site.
