Under Your Profile check “Use Visual Editor”
Oh I uninstalled and had a friend who had been successful with installation recently – reinstall my wordpress. 🙂
I had this problem at one time to. It has something to do with installation. It also affects what the other fields where one might type like adding a category or a user.
Update – had issues with that too – finally FTP’d and so far most things work okay.

I deleted all the files and found out the webhost had an autoinstaller. Used that. All better. 🙂
Okay so I deleted all of the files and started over and this time I FTP’d and am still having the same problem.
