First of all, sorry for the late response! For some reason, I never get notifications about new topics.
should I keep this plugin to be activated?
Yes, you should keep the plugin active.
Does that mean my user’s browser will not reload the cache when no change to my version name?
Correct, if you leave the plugin enabled, the assets of your website will use the version name you have set and browsers will cache that version. The browser will only load an asset from the server when the version name in Cache Buster is changed.
Or should I disable this plugin or do some settings after every update
As mentioned above, you should leave the plugin active and change the version name whenever you update your Javascript or CSS files (via code or theme update).

I released v1.4.0 today which has the requested changes, both of them. 🙂
There is an option to change the version number on the settings page, but you can override that setting programmatically using the filter
slcb_version_nameif you like.
When using the filter, simply return the desired asset version name (or number).
