You have two different cookiebanner setups. I suggest disabling one of them.
OkI think there is an issue with Complianz and Burst. Could you disable the Burst integration to see if that solves the issue? Complianz > Integrations > Plugins

I disabled WP Optimize but the problem remains…
On another site with very similar settings and with WP Optimize, and there Burns works… this:
