I figured it out myself, LOL :)) The problem was that I also had the Ultimate member installed and in it someone changed the option defining activation by email for one of role. Thus, the Ultimate member also expected the activation code, but did not receive it. Topic can be closed 🙂
I tried bulk to change the status, also did not help
I forgot to write that in this case after activation the system does not allow the user to log in, writes that confirmation by email is expected
